Matthewson & Co. is a for-profit social enterprise founded by Lorri Matthewson MBA in CED, built on one clear purpose: strengthening the economic future of small-population communities across Canada. We work exclusively with municipalities under 5,000, because that is where our expertise has the greatest impact, and where strong governance and practical economic development support matter the most.

 

We do not offer cookie-cutter solutions. Every community has its own pressures, politics, assets, and blind spots, and our work reflects that. Our services are designed to be accessible and affordable, whether we are sitting at your Council table or meeting with you virtually.

Policy, Bylaw and Operations Updates

 

There are councils don’t have a complete, up to date policy framework, and even when policies exist, they are often inconsistent, outdated, or ignored. Did you know that Councils only have authority via policy, motion, resolution or bylaw? That means if you are making decisions without these frameworks, you are operating outside your legislated authority.

That means that decisions are being made on preference, pressure or habit instead of on clear, defensible rules that protect the municipality. Yes, we write strategic plans, but we are picky about who we write them for.

 

A strategic plan is only as strong as the council that implements it. We’ve learned that even the best plan fails in a municipality where they lack the governance and the policies to implement the plan. When that happens, the community loses, the administrator wonders why we bothered, and then our work gets blamed for outcomes we do not have the authority to control. That is why Matthewson & Co. only works with Councils who are ready to roll, with current policies, a clear understanding of their roles, and a demonstrated commitment to following their governance training, or a willingness to commit to learn how to govern properly. When those pieces are in place, strategic planning is powerful, practical and implementable, not just something to hold up a coffee cup.

These monthly retainers are for those communities who could use some economic development support, but who do not have the budget to commit to a full time EDO.  When you are ready, this is often the most economical predictable way to support your community.  We meet you where we are and support you to move forward.

Our Story

Lorri Matthewson is the founder of Matthewson & Co. and one of the Prairies’ leading voices on rural governance, economic development, and small‑population sustainability. With an MBA in Community Economic Development and decades of hands‑on experience inside rural municipalities, Lorri built this firm for one reason: small communities deserve expert support that understands how they work — their politics, their pressures, and their potential.

She has spent her career translating complex legislation, governance systems, and economic development strategies into plain‑language tools that councils can use. Her work is grounded in evidence, legislation, and real‑world rural practice — not theory, not guesswork, and not “how we’ve always done it.”

​

Matthewson & Co. was created as a for‑profit social enterprise because rural communities don’t need charity; they need competence. And competence requires standards. That’s why Lorri is selective about who the firm works with; councils must be ready to govern, ready to follow policy, and ready to implement. Lorri Matthewson, MBA
Owner, Founder & Facilitator


Lorri Matthewson started the company many years ago after acknowledging the gap between what municipal Councils are expected to provide and the resources available to provide them.

 

In 2019, Lorri graduated from Cape Breton University with her Masters in Community Economic Development and has a Certificate in Asset Management.

 

Lorri has skills and experience in all areas of this field, including live Council training, policy and bylaw development, asset management planning, and facilitation, to name a few.

Anna Beaulieu
Facilitator & Services Coordinator

 

Anna joined the team in 2020. She joined with minimal municipal experience but quickly caught on to concepts and now brings an added set of skills to the team.

 

Anna has a Diploma in Business (Management) and is working towards completing her Business Degree.

 

Anna is the grant writer, bringing in more than $7,000,000 for municipal projects in 2023. She also helps manage those projects and complete the required reporting.

 

Anna is our Service Coordinator for webinars, contract opportunities, marketing, bursary inquiries, and most things in between.

Jennifer Beard

Executive Assistant
 

Jennifer Beard joined our team in February of 2025 as the Executive Assistant in our Boissevain office. Jennifer has extensive experience in the non-profit sector, including but not limited to managing several staff departments and organizing and executing tradeshows, fairs, and galas. Jennifer is currently organizing several events for Matthewson & Co., and we are excited to see what we can put on this year with her help. 

 

Jennifer comes to us with over 15 years of experience providing administrative support and 13 years of experience in program and event coordination. We are certain she is an excellent addition to Matthewson & Co. 

 

We are eager to introduce Jennifer to the for-profit business sector and teach her all things municipal.
